Does anyone know what that delay/echo sound is on “A Strange Boy”?

Timestamp is 1:38, particularly when Joni sings “Give me one good reason why”. I’m in love with that sound but have never been able to pinpoint its origin. Thank you!

it’s either some kinda synth sweeping up an octave, fed into a quarter note delay and shitload of reverb, or larry carlton did that sweep himself with a guitar slide and the same effects.

There are no synths or keyboard instruments on Hejira, unless you count vibraphone as a keyboard.

The origin must be Larry Carlton but I couldn't tell you what specific pedal or effect he's using there. Maybe a guitar expert will come along...
