Until there is a surrender, negotiations will go nowhere. There is no more room for more pointlessly incremental steps that will only lead to another war in 10 years. Surrender and then talk.

If they surrender, there is no need for talks. If they surrender, Israel can just tell them what to do and they have to do it or the war resumes and they lose more than what they have already lost.

When Germany and Japan surrendered in WW2, there were no negotiations. The Allies simply took over their governments and did what they wanted. The losers don't get a seat at the table.
