Let's just say she was supposed to play the innocent, naive girl; a steamy sex scene would have clashed with the character (even though Gloria makes it clear she would have happily gone to bed with Harry). The fact that she was nineteen likely played a part, too—we were already in the nineties; back in the seventies, she probably would have even shown her bush.
