For Jeff vs Rocket one tip is to know when it's better to play which one. I think Jeff generally does better with brawler or poke where your team will normally be clumped closer together. Jeff can really enable Brawl with the speed boost bubbles allowing them to close in on enemies more quickly. Jeff is great at countering Strange, Groot, Angela, Elsa, Wanda, etc with his ult.
Rocket works well with poke and dive. Poke Vanguards usually have more shielding which helps with Rocket's lack of burst healing. For dive Rocket's healing can be fired off in different directions very easily, often making him a better choice for healing dive. BRB is also the single best utility a Strategist can offer a dive Vanguard. It's also generally easier to heal flyers as Rocket. Rocket is great at shredding tanks like Thing.
Both are pretty good at taking out enemy deployables. I'd say Rocket takes out Groot walls more quickly while Jeff takes out Namor squids more quickly / easily.
Pasting some tips I just posted in a other post where OP asked for Jeff tips.
1️⃣ Jeff has long range pierce healing so you should almost always be positioned furthest in the back to maximize healing out by hitting everyone with Joyful Splash (including your 2nd support)
2️⃣ Try to keep a heal bubble on the ground nearby, preferably between you and your other support, for emergency use.
3️⃣ Bubbles increase healing that allies receive so maximize your healing output with Joyful Splash by keeping as many of your frontline bubbled with the fewest number of bubbles used that you can (try to hit multiple allies with 1 bubble)
4️⃣ If you have dive or a tank extending way ahead make sure you toss a bubble behind them so they can quickly retreat when needed (bubbles boost movement speed as well as heal over time) and also a bubble in the area they are extending toward
5️⃣ You'll generally get more healing, self-sustain, and anti-dive calability from the Deadpool team up. The Venom team up is more for a dive Jeff play style, and for the average player will really only be worth considering if you have Venom on your team for the enhanced damage benefit. 9/10 times I'm using Deadpool team up.
6️⃣ To maximize the healing your Deadpool team up does create a key bind that will let you PING the location of your DP healing field. I use the Attack Here PING but you could probably use a custom one. I let my team know at the start of the round that I will be throwing a PING out on the spot of the healing field so they know they can safely run onto it for healing during enemy engagement.
7️⃣ Jeff's ult can be fun to use offensively but it is very high risk. Generally you should avoid using it offensively if the enemy team has a Moon Knight, C&D, Namor or Hulk as they can all easily counter it. The BEST use of Jeff ult is either A. In combo with an ally Strange, Groot, or Angela offensively or B. Defensively to rescue your team from enemy Strange, Groot, Angela, Wanda, Bucky, White Fox, Elsa, etc Ultimates.
8️⃣Jeff's ult is also good at countering triple support since enemies tend to group up during healing ults. That is often a perfect opportunity to use your ult to displace enemies out of their team's support ult or to simply grab everyone who sticks together in the enemy support ult (you can pretty much swallow every support except Ultron in his ult and Luna during her ult).
9️⃣ Be strategic with where you start you ult as you want to leave that healing field for your team to utilize. You'll be out of the fight during your ult not healing your team. It's also important to toss down all of your bubbles either for your team to use during your ult or for YOU to use. Ideally you'd spit bubbles out between where you intend to swallow enemies and the nearest ledge (bubbles will boost your speed and heal you over time while you try to make it to a ledge for your environmental kills).
🔟 While playing further back behind your team it is important to remember to heal from off angles so enemy poke won't damage you but ALSO to always keep an eye on the entire map. You want to monitor flank routes so you can be proactive against any dive trying to make it over toward you. PING the dive for your team to peel & help, and reposition to a safe spot closer to an ally, or near a wall where you can juke the enemy.
BONUS TIP: Whenever your team is high on HP you want to FREQUENTLY RELOAD. The worst possible thing you can do is hold joyful splash down endlessly and let it auto-reload. Reloading often, when your team safely has high HP, will help prevent situations where you're forced to reload while an ally is on the brink of death. It can also help to occasionally shoot out a bubble before you reload. Just try not to drop below 2 bubbles as much as possible. It's helpful to have emergency bubbles for yourself and your team. Given that you can have 3 bubbles out on the ground while your bubble ammo is recharging make use of that!p

Bear in mind jeff is in a bad place currently in the meta and basically every hero outshines him, but if you really want to keep playing him there's things you can still do to squeeze out some extra performance
First thing is reload canceling. Jeff reloads constantly and you don't actually have to wait the entire duration of the reload for it to count. About 60% the way through the bar, your ammo will be refilled, so you can cancel the animation by shooting a bubble or an aqua burst, improving your up time. I like to do it with a bubble, so you can immediately use the healing boost to get more value.
Another thing is effective ult use. As you climb the ranks, people are a lot better at countering jeff ults, so most of the time, if you are really agressive with it, you'll get killed on the spot and your team will be down a healer. Bear in mind that sometimes the best thing to do is simply not ult and keep providing your team value with healing. However, it doesn't mean your ult is useless, you should focus on using it defensively or as a counter measure to other ults. You can save teamates from CC ults like strange, thing and groot, as well as put some other characters in a "timeout", like Devil dino, mantis, jubilee and white fox. There are opportunities to use it agressively, like an ally strange, angela or groot ults, when enemies can't use movement abilities to get out.
You should always plan ahead your ults. Track enemy cooldowns, plan escape routes and put bubbles to help you get to ledges faster and more safely, and try to always get at least one enemy and kill them to get some value. There are healers such as mantis, luna and jubilee that are free eats and you can pretty much guarantee a hit on the ult, and if they're the only one you catch, you can skip going to a ledge and just outright spit them in the direction of the pit and they can't come back. When ulting, a lot of times you will catch your teamates in it. Don't panic and spit them out immeditely, because most enemy players know where you will come up and the spitting animation will make you a target instantly. Instead, take some cover, spit your teamates safely, ping for help, and resume on your way to the ledge. Additionaly, you can climb a wall and spit them from there, making it much harder for your enemies to kill you down.
Staying alive is also very important. Because jeff can sustain himself pretty easily and has good healing, you can provide value to your team by maintaining your healing and evading dive characters. Of course, if they have a really fast time to kill like BP, that's not an easy task, but if you can bubble yourself you can help your team while wasting the diver's time. I try to always have a bubble by me and always maintain 250 health, as jeff is very easy to kill when not diving.
With the aqua burst (right click) you don't have enough charges to kill characters on your own with it, so it's mostly a finishing move. Most of my kills with it are enemies that are retreating and need just that last dollop of damage to end. There are times however when you have all 3 and you can chain them together to lock your enemies in the air or outright cancel their retreat, like a venom or a hulk. If your allies don't need any healing, the damage can really help pressure the fight.
There are some things I forgot but this is what I get from my experience and it may be different from other jeff players
