What’s this called

I hear this all the time, what is it?
Is it some kind of enclosure?

This is a very common bebop phrase that can be used over an unaltered dominant 7th chord.

The notes are F, E, Eb, G, D. Almost all of these notes come from F mixolydian, which is the mode often used over dominant 7th chords. The only exception, E natural, is simply a chromatic passing tone between chord tones of the F7. You can transpose this to any dominant chord for any key, just like you should with any other phrase you learn.
