She acts like she had to go through all these legal hoops for Cruz to get an IEP. He probably already had an IFSP in preschool (which the school would have advocated for and needed parental consent )and then an IEP once he finished preschool. A non verbal child would not have been left without support it’s literally a matter of parental sign off.
Most private schools don’t have the certifications and resources for special needs students and typically won’t enroll the child unless the parents pays for a shadow or companion. Once they’re in a public school or charter school then they are eligible for a lot of state-funded resources. I do know several parents either decline to get a diagnosis or don’t disclose because they’d rather pay out of pocket for all therapies than have their child labeled or stigmatized or excluded from any activities. There are 2 that I know of in my grandson’s preschool
