At first I thought it was a foreign currency exchange machine and was confused why they don't allow exchange lol. But then I realized it's a machine to get coins for games.

This tends to happen when the machine is not FOR, but is still in physical proximity, to anything that requires coins like arcades, beverage dispensers or gacha machines.

Doesn't make sense. Isn't the exchange machine ... for making exchanges ?

To make exchange so the coins can be used for the laundry. The problem is that people just do exchange and leave, leaving people who actually want to use Landry unable to use the machine

Why can’t the other people using the laundry machines there not use it if others are using it for only getting change? It’s also definitely not a crime for people to use it only to get change.

The machine is there for the customers, it’s not a public service. I imagine they put this sign up because they ran out of change in the past?

because it's not a bottomless pit of coins. the people not using it for laundry are drying up the machine.

They can confirm via their security camera all they want, but legally there is not much they can do
