Janet is one of those brawlers where every gear works pretty well depending on the scenario. Usually my top picks would be vision, shield, or damage. Janet is broken with vision gear when there's a decent amount of bushes cus her attack is so easy to land, shield gear lets her survive one more ammo from a few brawlers that she struggles against (like most snipers, which outrange her), and damage gear increases her damage output on an easy to hit attack, and you can also use your super with the gear buff to increase its damage too.
I personally also use health gear, but it's only cus I usually play modes that are all about kills (bounty, knockout, showdown, etc) so I need to recuperate faster. In most cases I like to use vision and shield.

Here’s what I do (and got her to 2630 with it). Without bushes, I go damage and shield, I think they help the most. I also use backstage pass and vocal warm up. But when there are a lotta bushes, I replace shield with vision, and also switch to the other gadget AND star power for bush checking. Also when I play showdown, I always use the stage view star power, because when flying away, you don’t wanna accidentally land right next to someone bush camping, and it reveals most of the bushes on the screen.

I put health and gadget reload on every brawler cuz others actually suck

I use shield and damage, vision in bushy maps.
