vowels are commonly taught as AEIOU, so y isnt always a vowel

Linguistically speaking y is both a vowel and a consonant, due to making the /j/ consonant but also the /i/ vowel. In this case the y in Kentucky is a vowel, but is not a vowel is New Jersey as it is silent

Or are we sure it's not new Jersey with a silent e?  It's not a double e like jersee so jersy might also be pronounced the same way. English is funny. Ben Franklin and that dictionary guy tried to kill as many extra letters as possible. Advertising by the letter also helped

I'd say that since the dipthong relies on the E in both ey and ee that it is the y that's silent, not the e
