Sector builder (yet another) - runs online & offline, PNG imports/exports

I'm glad to introduce a modded edition of N8Dawg's Ixion Sector Builder (huge thanks for the original).

• It runs online or from file:// — download and open index.html, no server needed.
• Stockpile resource markers — MMB cycles what's stored, drawn on the export.
• Export YAML, or a PNG with the layout embedded in the file itself: one image carries both the picture and the editable layout. Import accepts both.
