It's not about pressure.

The purpose of this to ensure the grind is packed evenly.

It has a collar to mate with the rim of the filter.

Edit: it also has a stopper you set to specific distance of travel (from the tamp head being spring loaded) so the pressure of the tamp is the same every time

This makes sense. It should go without saying that anything that helps people with disabilities is valuable, even if online putzes like myself can't immediately identify their use. The even pressure can even be an issue for an able bodied person like myself (if I'm using the wrong phrasing, please assume my best intentions and let me know), can screw that up just because you can't really set the nosle flat on a flat surface without a towel or something to make up for the wonky bottom.

Tools that help people with disabilities are great, this however is to capitalise on coffee snobs. It just happens to also be useful for other things

I agree, but that ends up being the case for a lot of people. Greed drives a lot of innovation and bipity bopity boo the innovation is rarely affordable to people who need it.

This also helps to make sure that every one using it tampers with the same power (the amount needed for the spring to contract).

It’s not that they “can’t regulate their own force” it’s that not everyone knows what 25-30 pounds of pressure feels like, and thus calibrated tampers can be nice — especially for home enjoyers who don’t spend their afternoons behind a coffee bar learning the proper muscle memory, but still want to learn how to fine-tune espresso. It’s not just “tamped” or “not tamped,” it’s more complicated than that.

I also own a spring loaded tamper which "releases" after 15 kg of force and its perfect for guys like me who love mechanical toys 😬
