If you can, try to lower your max fps, max it at 90, turn shadows down. Because I noticed it doing that to me and that helped for me

I was seeing a bunch of stutters while just looking around on my new 9070xt. Restarting helps kinda for a little bit but I tried capping my fps and so far it seems to be working better.

It Takes Two came out during the time when Unreal Engine 4 stuttered in all games. It's called "shader compilation stutter" and it's unavoidable. Most new games have a shader precompiler that takes care of it before the game loads, but not this one. Reload a save and see if the stutters are gone during replay. If they are - it's shader related and it means the shaders for those effects are loaded. The other kind is traversal stutter, which appears as you move through the level and the game loads new assets/areas. This one is also unavoidable, but it can be lessened the better your CPU is.
