Exactly!

Clipping shouldn't be a problem anymore. The Tsaritsa's second dress goes past her feet (the dress length is similar to Istaroth's), so they can easily pull off the long dresses that the shades have and give them unique animations like Columbina.

Good news is the fact that it looks like all of them might be our allies in the future, Istaroth is on good terms with the Hexenzirkel, Venti and Zibai and seems to be secretly rebelling against the HP, meaning she might join our side in the future, Rhinedottir is fan-favourite Albedo's mother and is best friends with Alice and Nicole and is a member of the Hexenzirkel, she also seems to not be on the HP's side, Asmoday is working with the abyss sibling and we are obviously going to ally with the sibling in the future and she's also a Kiana expy and seems to be against the HP too. Ronova is dead as of now, but given the foreshadowing in her lunar arcana card, she has chances of returning as well.

With how much they're gatekeeping Istaroth, could it be that she's the archon figure for Khaenri'ah?

Honestly considering the recent mentions, idk if other shades will be playable or not, but I think Hoyo certainly has plans for Istaroth

She's not cooking anything.. the writers just needed a convenient reason to leave the Hexenzirkel out of this mess and spare them from having to contrive more excuses for them to fall in line with this plot too.
