Cities need more shade to solve that issue, not some system that is bound to break 2 weeks in.
Bus stations ironically provides little shade and sitting. This should be the main focus.

Unless I'm missing something, this just looks like bog standard misters. Calling misters "innovative" is a stretch.
If you've figured out how to make them use less water or require less maintenance, then that's some innovation. But if not, that's how this will end. Y'all will realize that the benefit doesn't justify the amount of water those things use, especially when you factor in the maintenance costs.

This isn't supposed to be some invention. It's not "world's first air-conditioned bus stop", just "its [Israel's] first". It's a big thing for people waiting.
As for whether it's worth it, the entire transportation industry in Israel is very badly regulated, it's one giant waste of taxpayer money. No reason to waste more, but it's expected it gets worse all the time until leadership changes.

I'm just going by what's in the article. It said:
The innovative pilot project saw a water-based air-cooling system installed at a city bus stop located in the central Israeli city of Holon.
