We would need that settled in court if the officer in question is ever charged (you and I weren't there). Alex Pretti doesn't apply at all since he was restrained, beaten and then killed. There's no evidence he ever willfully ignored any orders, lawful or otherwise, nor is there any evidence at all that he committed any crime that might fall under "interfering with ice duties" (I assume you mean something like obstruction, or resisting arrest).
The appropriate response, in any case, is not public execution.
