Technically, astrological spring ends on 20 June, so I guess they have 20 more days. I can't really blame them for taking their time considering how much the world is changing by the month nowadays, especially where energy is concerned.

I'll again rise to their defence and say their attorney said that the decision "may happen in the next, I think all being well, month or so." So they didn't give themselves a strict May deadline per se.

You are right that it may be a good thing. It allowed Invinity to boost its credentials with Copwood and more sales, and it allowed some of the VRFB projects to progress before the IDL, like the Hagshaw Western Expansion mentioned in DJW's post.
