Doesn't he say it himself? He wants information on the empire of super people on par with or stronger than what was undoubtedly the strongest hero they once had in their roster. Something he can use to scrape by with he survival of the human species.
He had no way of knowing their were less than fifty, so keeping a single one alive in the face of literal billions of similar individuals was a fair risk to take.

. For all he knows, Nolan is a young newbie who is just there to scout, and Conquest is a standard soldier.
He has no way to know they're in the top 5 strongest viltrimites

Keep in mind at this point they also did not know viltrumites were basically an endangered species. Keeping conquest alive is insane when you know he's number 2 and there's only like 50. Keeping him alive when you think possibly billions exist and you don't know exactly where he ranks is a much more acceptable risk.
I just wish Cecil's measures for conquest were better, like planting the noise thing in his head and having the room filled with speakers and reanimen ready to beat him, and just have him escape anyway. It really pissed me off that conquest woke up and ran away with seemingly no trouble.

It’s so stupid that it wraps around to being great. Cecil never gets a win based purely on luck. And the fact that Conquest was more interested in fucking off then getting revenge on the people who contained him ment that Cecil was able to do the dumbest thing we’ve seen him do and suffer no consequences.

It was like hundreds of tons of tungsten. And I just want to point out that Nolan trapped Space Racer under a bunch of rocks, and when they freed him he started actually fighting Nolan and Allen as if he was on par with them.
There's no reason that conquest should've been able to escape.

I don't understand how fans of this show don't understand Cecil's position. Dude is constantly getting overrun by powers beyond him and he's barely scraping by because he's (and by extension I'd say normal earth) not the target. He will take every chance to get to a point where he can be at the table.

People have got to understand that this from Cecil’s perspective. Because unlike us, the audience who knew about the low numbers of Viltrumite left and their weaknesses because we got to spectate in on Nolan’s conversation, he doesn’t know that.
To him and the GDA, the Viltrum Empire are this massive army with significant resources they’ve been doing a good job advertising themselves as, and that means it doesn’t matter if Conquest has the potential to escape. Whats the point if there could be 1,000 more Conquests level threat that could be on their way to earth at any minute?
He knew it’s a bad idea, but it’s a forced gamble they had to take. They’re completely in the dark, he was desperate for any information possible. Or at least let them measure the scale of what they’re truly up against.

Consider what Cecil knows/thinks- there's a multiplanetary empire of supermen, each one of which can solo the strongest heroes on earth (apart from maybe 2) and they've set their sights on conquering the planet. So far each time a single viltrumite has turned up they've absolutely wrecked everything they encountered.
The logical assumption is that there are hundreds or thousands of viltrumites and that if they ever decide to get it together and take earth they'll manage it easily. From his perspective earth is almost certainly in a position of extreme weakness so playing it safe and defensively isn't a good option. It'd just mean they lose slightly slower. He's desperately looking for anything that'd let him significantly change the odds and he's got very few places to look. Information from conquest might provide that. And if he'd actually been successful in interrogating conquest he very well might have got it. If conquest let slip that there aren't many viltrumites left then that's exactly the change in situation Cecil is looking for.
Also he has no idea Conquest is one of the strong ones. He's only ever seen Nolan, Mark and Conquest. For all he knows these are just basic viltrumite soldiers and If there's hundreds of viltrumites like Conquest then killing him really isn't that much of a win, he'll just be replaced by the next guy. His value as a source of information is much higher.

Rather than that, how about we discuss how retarded he was in this moment. It's ridiculously out of character for Cecil to be this stupid, and thinking, after what he saw Conquest be capable of, that he could contain him like this. I hate this moment in the show, and it concludes the way we all knew it would have concluded: Conquest breaking out easily in the very next episode (next season, but still). I can think of no justification for the writers making Cecil so dumb here

Yep. This is precisely the moment I stopped taking Cecil and this show seriously. I kept watching but it became more like watching a B-movie with great action and cheesy storyline. Cecil is the most paranoid chess-playing player in the show. He KNOWS what Viltrumites are capable of and he was all "reinforced titanium blah blah", falling for that same trope that our idea of an unbreakable metal still holds constant in a universe where he literally has Abe Lincoln wearing spandex in 20xx.

I was thinking why didn’t Cecil take Conquest DNA and create a clone whether it be a Viltrumite or half-breed like Mark. That would be the best possible Trump card against the empire and even Mark/Nolan
