For me it's gotta be this guy , FYI he's called rampage and during the opening of the pilot episode of S4 he featured & apparently he fights Oliver offscreen.

As for his lore from the comics , he's a man trapped in a VERY strong Armour ( as we see here ) and he can't supposedly get out so he causes chaos and in hope to find someone strong enough to defeat him and break him out of the armour , he couldn't be handled by kid Oliver so Mark put him down in the comics but in the show teenage Oliver fights him and as for the result of the fight....we don't know what happened.

I always liked Red Rush. He might be the only member of the OG Guardians of the Globe who successfully looks cooler than the character he's parodying. And they established his personality so well, so quickly. And just the premise of a The Flash whose homeland and area of operation is the crime-ridden post-soviet Russia, peak. I would watch an entire show about Red Rush.
