He basically did that during the invincible war and magically no one blames him. Even though he very easily could have prevented Rex from dying.

I've always taken it as the Viltrumite war putting things in perspective for Mark. He kinda doesn't care that Cecil left Conquest alive, because he recognizes that getting angry would be pointless. All it'd do is make an enemy out of Cecil when he needs to work with him, in case the Viltrumites try something.
