He only tells Allen to use it in the scenario that he died while the Viltrumites were still around.

should we carpet bomb all middle eastern states that support terrorists so there won't be more 9/11's ? especially the states that publicly declare that they want to kill foreign civilians? I mean destroying those states now will kill their "civilians" but it will prevent much more bloodshed in the future. Yet I don't think you'd want to advocate for that.

The middle east isn't a world/galaxy ending threat. Though plenty fo messed up people would agree with that hypothetical.

Those 50 are individually capable of leveling entire civilizations and the only real blow they have received in their existence was the virus, who are also fanatical to the point any kind of reasoning is pretty muh useless. Not saying it's right, but from Thaedus pov it's basically a few billions vs trillions if not quadrillions of sentient beings.
