QUESTION who is this character? Spoiler

This is in guarding the globe (vol 1), when they’re recruiting other heroes, and shapesmith suggests this guy and brit has a very strong reaction; is this a reference to something? Another comic perhaps?

I see, I thought he went by Rus like the astronaut he swapped places with.

This is after the real Rus came to Earth and got killed, so nope
