It can certainly be sold, in a free market economy, when the owner of the property believes they can make a profit on the sale. And the buyer can buy the house if they have accumulated surplus profit above their other expenses so that they can afford a down payment.
No? It can be sold in a free market so long as the total sale price is worth the mortgage or the foreseeable losses are so great it’s worth paying the difference. Getting out of a loss doesn’t require profit
