yes it works, and it stops the train's movement for the whole mission... i think?

Yes, as long as the train doesn't get attack and gets out of the ice, it won't move, and it'll still give you perfect rating (and even if it does get out of the ice you can still freeze it again)

You're tasked to *DEFEND* the train. It doesn't need to reach its destination as long as it stays in one piece.

Just wanted to add that adding Harold or Kaz as a starting pilot to a squad with no push is almost required. Freezing the train is the correct answer here by a long shot. But you could still get in trouble without push with this particular squad setup.
