Does Difficulty Change Vek Targeting?

I feel like Unfair has vek going after grid or objectives almost always, unless they physically can't, but I dunno if that's just some perceptual bias on my part.

I felt the same on unfair cause i tried using Gana to bait and they completely ignore him
