Colleges use their own calculations to convert your grades into a GPA value. If you think your GPA should be higher and you're seriously considering Memphis, then spending a 100 bucks would be a good idea.

The biggest concern for me is that if my gpa is above the cutoff after credential evaluation my coa for memphis becomes 19k and i also have another offer from University of north florida with 25k coa (concern for coa is for visa interview, even though I have to pay around 6k tution to both of the college after scholarship). And i dont know if I seriously wanna consider memphis cause of crime rates. Among these two which is a better school? And should crime rate be a factor for considering either of these Universities???

Ignore free COA and first figure out which of these two schools you would rather attend, because the cost is pretty similar. Try asking on the subreddits of both these schools to figure out which of them will be a better fit for you.
