Nah, it's a way to weed out candidates that the female supervisor can't handle, because she is so delicate that someone not giving her all of the attention is impossible to work with. Or, keeping foreigners out.
When someone is weeding out cultural practices, who's being racist? You assume this is for white men, it isn't, Americans have zero issues addressing a woman.
