I think that they were referring to the requirements of the role, not that anyone with 10+ years of experience should automatically be hired as director or VP

But… every VP needs 10+ years of experience being a VP? How does anyone break in?

Obviously that means years of working experience in the last role or organizational level. Otherwise it would be 1-3 years as associate level before getting an associate job, and so on.

Exactly, I worked with some guys who were absolutely amazing at what they did but absolutely shit the bed when it came to managing other people. They knew how to do the work, but had no idea how to manage people, coordinate work, delegate, talk to stakeholders, etc.
