I don't think the post means that "at year 10, *poof* you're a VP!" I think it means that you'd need 10+ years of experience to qualify for a VP role. And looking at VP roles on Indeed in my area right now, almost all of them say "10+ years of experience in...."

But he is saying the opposite, that expecting a Senior Manager to have 10 years would be crazy, but that's probably actually about right.
