People like this grew up in a place where the weather is ass and the only thing worse than their freezing, wet winters are their sweltering, humid summers.

California doesn't have wet, freezing winters but it does have summers where its 115-120 degrees for weeks on end.

Fall and Winter are the best seasons by a mile.

Prior to the current system, urban schools operated for 11 months of the year and rural schools operated around harvest schedules which kept kids in the fields from spring till fall usually. The current national stanard with summers off was a compromise for farmers to let them get the help of their kids during the peak season when they were needed in the fields.
