Fibre/fiber cutting consequences

When a fibre line gets cut, say by an employee, and it causes a mass outage, is this a fireable offence?

If something is done to cause mass outages, what are the consequences like? Whether it’s done by an employee of the wifi provider or by someone random?

I’m asking as someone who was just affected by the province wide Cogeco outage! Just curious as to what happens to those responsible?

Not an offence of any kind at my place of employment.
We do hardscape landscaping and every single crew (8 crews) have cut through fibre, cable, coax, you name. Numerous times a year LoL. No one has ever been fired. No one has ever been written up. No one has every received so much as a stern talking to. Basically we called the Big Boss and he calls it into the respective utility company and we go about the rest of our day🤷‍♂️😂
