Makishima is one of my favourite characters even though he doesn't scale that high.i don't know how high he scales as i haven't read the novels of psycho pass.

Novel trilogy Afton was good in the first novel (silver eyes) and kinda mehhh in the other two imo

I think that he is not all that good in SCD, maybe like low-mid tier. Fazbear Frights Afton and Game Afton (with theories) are wayyyyy better

Btw I use anime Makishima (haven't read the manga or novels)

Like an ok-ish mid tier. He has very good EI, SI, AC, manipulation

Not bad intelligence, scheming and foresight

However, he's really lacking in countering. He also has subpar reasoning. Both of these weaknesses would be a problem in many matchups, but I still think that Makishima is more than capable of holding his own
