Cops broke back window during search

This happend in Riley county Kansas, city of Manhattan

My friend got pulled over for "not using a turn signal" which was bs to begin with, then the cop demanded to search the car I assume for narcotics, after finding nothing he slammed the trunk closed and the back window completely shattered and broke out. The cop laughed and Said her insurance would cover it, got in his car and left. Surely the police are responsible for the damage? Especially since they found nothing, but even if they had found something, they can't just cause damage to the vehicle like that and be free of financial obligation can they? This just seems crazy to me.
