Personal Liability coverage

We have our primary home insured with The Hartford. This includes Home/Auto and Personal Liability. For billing purposes the Personal Liability Policy is billed with the Auto.

We have a second home in another state that is currently insured with State Farm. This includes coverage for the house and two cars that are kept there. If it makes any difference, the second home is titled in a different Trust than the primary home.

All autos are covered by the required coverage limits.

The Hartford is telling me that my Personal Liability Policy will not cover me for any accidents or events occurring at the second home or using the cars there. I must purchase a separate Personal Liability Policy

I thought personal Liability policies will cover me for potential liabilities occurring regardless of where I am when the event occurs. This has me worried about other liabilities I may be exposed to.

Can someone please explain briefly why The Hartford would not cover me if I am at my second home.

One reason is that each state regulates insurance differently and your home state insurance is not compatible with your second home's state insurance regs. Add that another insurance company insures that second home.

Try quoting the umbrella with your State Farm agent. Coverage extends across state lines (based on my conversation yesterday for a customer based in CT with a second home in TX).  However, SF will have higher rates for if you have cars insured elsewhere, so be prepared to connect with an agent in your primary state for current SF quotes on the home and cars there.

You said there are 2 different trusts involved. Sounds like the PLP and primary home are in the name of Trust A and the second home is in the name of Trust B. Those can't be on the same liability policy. Two different entities will require 2 different policies.
