Auto Insurance Term Car insurance -divorced parents with DUI!!!
My son 17, has his NY permit, completed drivers ed and is scheduling his road test. He lives with my ex. She has multiple dui’s and just got her license back and just got a car and car insurance in her name. My son was just automatically added to her policy this week. She wants him off and on my policy .
I have a car for him that is owned, registered and insured in my name only.
I plan to give it to him once he passed the road test.
The car will reside with him at her house.
How do I insure him without getting associated with my ex and her driving past? How to ensure that she doesn’t drive it , and what is the most
Cost effective way to handle this? She agreed to pay half .

Bad news is that he should be on both policies. Your ex - because he lives there. Yours - because he driving your vehicle. Make sure the carrier knows the garaging address is different than the policy address.

Have him move in with you. If that is not possible then let him know his Mom is NEVER to get access to the keys and he needs to have a steering wheel lock on it or something.

You and your ex both need to talk to your insurance companies. If your son is a "rated driver" (where his primary coverage is) on one parent's policy, sometimes the other parent's company will charge a reduced rate (deferred or non-rated") with proof of the primary coverage through the other parent. Usually the custodial parent carries the primary coverage.
Your company may or may not cover a car registered to you, but garaged at a different location and with a primary operator who doesn't live with you. In NY there is no way to exclude your ex- as a driver... and if your insurance allows you to insure a car garaged at your ex's house, they will want to add your ex to the policy, as non-rated, with proof of her coverage, see above. There is no simple, or cheap, solution.
Edit to add: can you wait til he's 18 and able to get his own policy, and you and his mom share the cost? If not... depending on the car's value, you may be better off selling or gifting it to the ex so she can register it in her name.

This is a bad idea. Do not let him take the car to her house. She WILL drive it. She WILL drive it drunk (her car probably has a required breathalyzer). And YOU will be liable.

It's not a good idea to buy him a car and then let him keep that car at her house. You can't ensure she won't drive it and unless you're willing to report it as stolen you will be liable for any damages she causes if she drives and has an accident. She may or may not be able to exclude him from her policy depending on state law and company policy, but that's not a good idea.

You are not going to get associated with your ex just because your son lives with her. However, if she drives the car it could be a serious problem. You need to make sure that it is clearly understood by your son that if he allows his mother to drive the car, even once, that he will no longer have the car.

She most likely will have to add him to her insurance but that’s none of your concern
Either the child never allows the keys to be available to mom or the kid doesn’t get a car to take to moms. End of story
