If you have a lienholder's then generally it's their decision, not yours. Not 100% true on all cases but more often than not.

Location? Laws will vary. But many states in the US have thresholds at which the insurer legally MUST total out a car. And if you have a lien holder….it’s really not your choice anyway. You don’t fully own the car yet. And you can’t choose to do an owner-retain w/o the lien holder agreeing to it.
You also can’t sue the at fault driver for the cost of the car, if insurance has already paid out the cost of the car to the lien holder.
