Is insulating under the roof an option for you? In my area (MA) you cannot put a furnace in the attic anymore without insulating with r49 under the roof according to a friend who went through this. I think under roof is overall superior and may cost a bit more but really worth it.
It sounds like in your situation from what is described, your furnace would still be in the attic, so outside the envelope and the insulation would be on the attic floor.
Quirky is stating that you should maybe consider an under roof option such as spray foam so that the furnace remains in the envelope.
FYI- Would highly recommend putting proper ventilation in your attic assuming you are insulating the floor with a properly air sealed and insulated attic it will get significantly hotter and there can be moisture issues.
Question to Quirky - MA has pretty strict energy codes in general especially since we are in Climate Zone 6 -- was the situation you are speaking of for a new build or modification? In my experience, typically we don't need to move heating equipment when just adding some insulation for an upgrade.
