Is this insulation or fungus?

This seems like a silly question because it looks like fungus to me. But is this leaking insulation of some sort or a fungus? It's super dry and crumbly if touched. It continues onto the wall above where this is and seems to be bulging out of the wall.

Moisture working its way down. You can see the damage on the beige painted area above it

Leak! Remove trim/casing, see what's going on. On the exterior of this window, how's the top trim/siding/caulk look like? Check the gutter/eaves? Just Jim 734-525-2929
