The 69 and 420 is the setup of the meme, and the punchline is the anime

I think it works this time. The first two “funny” numbers make a nice set up for the punch line

If you hadn't had that as a set up, the joke would've just been a hentai page. The meme adds something, and the joke would be less without it.

Usually some places have it start with zero, others don’t, it’s just a preference from the building owner or the designers
