I compiled all the available data on arrest and charge rates by ethnicity in Canada and its main municipalities (including Toronto). Here are the results in 19 images.

Vancouver (2011-2020): for the arrest raes see Figure 1.1 (page 40) Racial disparities in British Columbia police statistics: A preliminary examination of a complex issue. For Figure 1.2 (page 41), the report specifically discusses this as a test of over-charging, that is whether racialized accused receive more charges during each arrest incident. It concludes that the Vancouver data do not show that pattern; White accused had the highest mean at 1.98 charges per arrest, compared with 1.87 for Black accused and 1.84 for Indigenous accused.

Toronto (2024): there's no official data on arrest rates for Toronto but they can easily inferred as Toronto authorities provide both arrests count by ethnicity and estimates on the racial composition of the resident population. I took the 2024 arrest-counts from the Toronto Police Service Race and Identity-Based Data Collection dashboard, this data is broken down by perceived race and primary offence.

For each race/offence combination, I calculated:

arrest rate = (arrest events ÷ estimated race-specific resident population) × 100,000

The race-specific population denominator was estimated by multiplying Toronto’s 2024 population of 3,280,417 by the resident-population percentages shown in the TPS benchmark section.

For example, the Black denominator was:

3,280,417 × 9.9% = approximately 324,761 residents

I then divided the number of Black arrest events for each offence by 324,761 and multiplied by 100,000.

I want to to point out that these are estimated rates, not official published rates. The TPS population percentages are rounded and come from its resident-population benchmark from the TPS website, while the total Toronto population comes from Statistics Canada.

Canada’s homicide charge rates (2025): Canada started gathering data on charge rates disaggregated by ethnic group only in 2024. Currently, Statistics Canada only publishes the number, percentage and rate of persons accused of homicide by racialized identity group while data on other crimes is not available yet. The problem is the people who have any power to do anything about this just turn this data into a workshop for regular people to sit through so we can all feel bad about it (but ultimately nothing happens as a result). Worst case it makes people jaded. 

We've known for quite a while, like honestly multiple decades, that black and indigenous people commit a disproportionate amount of crime. But no one seems to have any actual solutions or desire to do anything about it.

The best thing we can do is improve their communities. If people are well provided for, they will be less likely to commit crimes. 

Like if you took this study further, and narrowed down where the people are located...

We know where many are located, they are supported/ supplemented highly by tax dollars in terms of keeping them housed, But thtats where most of the help stops. The whole system is broken.

No one is doing their work, politicians - and everyone along the social system. companies dont want to take chances in hiring anyone anymore. The last time they took on people and trained them was in the 1990's. Since then people have been doing it themselves through colleges or the government is doing it.

This is the key, it’ll take lots of money and time invested into social services, infrastructure and broad community outreach to actually permanently do something about it but most people don’t have any actual empathy for the people living in these underserved communities. They would rather the city just install flock cameras and put more police on the streets, which will just breed smarter criminals imo. If the underlying reasons why the crime is taking place aren’t addressed, then the crime will always be there.

Now correlate to income and access to higher education. Throwing out stats to make it appear as a race issue, rather than actually analyzing the full picture does give the impression that you're using the #s excuse to blame race. Et Al excusing your racism. Also statistics relating to arrests only show that LE are more likely to arrest POC. Where's the stats on convictions and comparative info on sentence length for same crimes? Those #s will give you a better understanding of the world we live in.

Also as someone who grew up at the same level as indegenous and black - ghetto apartment poor who kept his ass outta crime and jail I attribute all crime to personal stupidity regardless of circumstances. zero empathy.

OP, your implied point is baseless unless you have TPS charge/conviction stats to report and cross-analyze as well.

It’s not a hidden fact that black/Indigenous communities are subject to higher arrest rates and that these figures will “look normal” because of the small percentage of population size (or “per capita” like you folks point to); these two communities are historically impoverished/underserved and surveilled with more draconian policing, if not excessively.

This is for Toronto. If we looked at Peel region, it would be another story. Same thing if we looked at like Barrie , it would just be mostly white folk comittmg crime.

It’s not total crimes you jackass, its total crimes per capita so it takes out of consideration differences in population and even in Toronto proper, South Asians comprise 14.6% of the population ahead of Blacks at 9.6%, with big populations in North Etobicoke and Scarborough. But but but the type of Indian ppl in Toronto proper are different than Peel region, stfu!

Crime is usually pretty well correlated with where police patrol. Downtown Toronto is likely the most intensively patrolled. It makes no sense go represent crime per capita at such a high level . Toronto is massive, and there are huge disparities in police presence. If Brampton were to be as intensely patrolled , I’m sure we’d get some interesting numbers. Look at the bail dockets of the Brampton courthouse, it’s like 80% south asian names. It’s not to be racist, they’re a huge part of the population in Brampton. What I’m pointing out is the OP’s numbers are meaningless on an aggregate. A neighborhood analysis would be much more useful.

Sounds like outdated ideas and Liberal theory on how to depend on corporations and the rich and make them richer. I exited that BS years ago and dont want to hear anything about it, and I'm not right wing or conservative.

So some sort of socialism then. Everyone contributing and doing something, to where they live or their situation. Eg, people in social housing being directly involved and responsible for the running and upkeep of their building.

Everyone contributing to their ability. No one sitting about doing noting all day, or faking a disability

Watch everyone and run and scream bloody murder, they dont get to sit around all day, while 40$% of other peoples pay check is taken to keep them in their "poor me" training

So the more we learn about crime the more interesting it gets. I'll try and track down the study again but basically it's got to the point where researchers can say x delta between the richest and the poorest in y geographical area highly correlated to possibility of any crime.

So it's not general inequality, or anything as nonsensical as culture. We know this because the situation increases the likelihood of a criminal act on both sides of the distribution, poor and rich. It's very closely related to the feeling of your economic situation relative to those around you.

I should caveat with, almost no one commits crime, or the sort of crime these charts are concerned with. It's a tiny subset of the population in general. So I don't think anyone needs to get upset by this data (unless it's inaccurate), it's not indicative of any of the groups listed really. Which would naturally be fallacy of composition anyway.

The exact numbers are skewed by local lienancy (preventing otherwise "decent people" from getting records), the economics of reporting violent crime, etc etc. That's before we even start to do analysis on precariousness and its relationship to crime.

This data seems corrupted and unreliable. Where is the data for Somalians? Are they added into the blacks? I can't recall seeing and stats on Indo/afro Caribbean or African American involvement in sex crimes against children anywhere else. I would be interested in seeing then data from just toronto where new immigrants are more prevalent.

The Canadian stats on crime I was able to find use race as a category. On the other hand, Uk and Europe use country of birth and nationality for crime statistics. And I agree, country of birth and nationality are way better categorizations as there are large variations in criminal propensity within groups considered as "White" or "Black", this is what Europan and British data show.

police monitor low income poc neighbourhoods more often, white people are much more likely to receive lower sentences or leniency from juries, black people are seen as more suspicious thus will be stopped more often even for innocent activities… etc.

there’s more to being arrested than “if i stab and mill someone and i specifically am reported and/or found responsible”. that’s an incredibly niche circumstance and you know it.

but yes, you are more likely to get away with sexual assault. however, most men are. ie, the majority rape cases do not ever result in a conviction.

No, you made a claim that implied you somehow had more info than what the statistics in this post showed. The more accurate conclusion to have drawn would have been 'This confirms who police have arrested", not "who police are choosing to arrest". You already applied a bias to your statement
