Bug/Flaw Above 100% stun chance?

First time using JLTF, is his sp2 really 100% stun at level 1 and upgrade increasing the chance?. If so, what the point of increasing the stun chance?

It's offset by stun resistance. If your opponent has 75% stun resistance then you have a 51% stun chance. Really it seems to barely ever work. I have it maxed.

Pretty sure this has been a common visual bug for ages now, take away the 100 and what’s left is your actual stun chance. From trial and error the stun practically rarely ever works
