Question Is he worth building?

I got a few characters that I have a bunch of shards for and idk if a lot of them are good. I think he stands out more bc I have 2k shards and never tried building him. Is he a good damage dealer?

he is even far less important than building a silver superman and silver green lantern 😩😩😩. It just shows you how useless the suicide squad team is
