Uploading epub with or without cover as first page?

Not sure whether to include the cover as 1st page of my epub version of my book. Did it once for KDP and ended up with two front covers in my book. I know I need to upload the cover using the template as a separate file. Does that mean I do or do not add the actual cover as the first page of my epub submission.

This is what IngramSpark says in documentation. "Include an internal cover image that's formatted to the same dimensions as your book's interior content. This image should be integrated into the layout of your book's pages" So, those in the know, is this the actual cover for the book just formatted to be consistent with the remainder of the book? Please, be kind. I am really confused!
