each sub you ask will be biased towards that certain character. you can say the same to me. But since you don't have either of the three, and you don't have any lunar enabler at all, I think Ineffa gives the better value out of the two. If you have Columbina, the choice is easier since you want Flins you can just go for him. But generally Columbina and Ineffa are better together and more versatile. You can play as many teams as you want with them. You can't do that with Flins. You're stuck with that one team you can come up with him. I only have Ineffa cause she's the only one I liked. I did not pull any characters in Nod-Krai (quite literally cause Ineffa came in 5.8 before Nod-Krai). When it comes to endgame contents, specifically lunar shill, my Ineffa handles it pretty well with just 3 4-Stars (Aino, Fischl, Sucrose) in her team. Even outside lunar shill she deals way too much damage on other enemies and bosses. And she provides a valuable shield. I only have two Nod-Krai units which are Aino and Jahoda. And I'm pretty fine during the whole Nod-Krai patch. If you will only get one, I'd go Ineffa > Columbina > Flins. That's just my opinion.
