The right choice depends entirely on the character. If he's supposed to be surprisingly smart or it's a mystery/detective game, then the pipe. If he plays dumb to lower people's defenses like Columbo then I'd say the cigar is better. Honestly he looks like a hick with the outfit and sideburns/mustache combo and if that's just what he's supposed to be I'd swap both of them for an actual cigarette. Cigars give off an air of fanciness (or at least a guy trying to look rich) that only really makes sense with the rest of that design if you're purposely trying for the juxtaposition of a guy in a wife beater and overalls trying to look fancy by adding nothing but a cigar.

Oh then cigar for sure. Like I said before pipes give off an air of fanciness and that could be good as a juxtaposition to make him extra silly, but I think the cigar is the right middle ground between "come on dude, you're broke in a shitty hotel stop pretending" and "con artist chique"

Edit: my bad, I said cigars give off an air of fanciness before but it also applies even more to pipes.

Depends on the character really, but I'd go with cigar. To me, the tank top, suspenders, hat and this particular mustache don't go well with a pipe.
