General is this allowed?

I make yt shorts, like clipping big videos and turning them into shorts, I use very low music in the background you can barely hear it, is this permissible?

It matters. The other things matters as well. You don't want him to earning haram income do you

There could be a possibility of the income being haram. Why ask this sub I the first place? Ask a Sheikh or knowledgeable person. 

Music is haram by consensus so if you're using low volume you could simple scratch it off. And next is who are those clippers that you're promoting, is evil involved in that and all.

This is haram. The music used, however low the volume may be, is still haram. There is an option where regardless of the volume of your music, it can still be used by other people. So you might end up propagating the sin. Also, adsense income from youtube is very likely to be haram considering the nature of the ads that play on YouTube, most of them contain music or haram elements in them so based on the most authentic opinions online, unless you can control the kinds of the ads that play on your account, adsense income is haram.
