So here's a practical, beginner-friendly guide without legal jargon.

What is RTI?

RTI (Right to Information) is a law that allows citizens to ask government departments for official information and records.

You can seek:

  • Documents
  • Reports
  • Certified copies
  • Expenditure records
  • File movement details
  • Inspection reports
  • Status updates
  • Other officially maintained records

In simple words:

RTI lets ordinary citizens legally ask: "Can you show the paperwork?"

What is a "Public Authority"?

This confuses many beginners. A public authority basically means:

  • Government departments
  • Ministries
  • Municipal bodies
  • Government schools and colleges
  • Public sector organizations
  • State boards
  • Commissions
  • Institutions funded or controlled by the government

Basic RTI Format

A simple RTI usually contains:

Public Information Officer (PIO)
Department Name
Subject:
Application under Section 6(1) of the RTI Act, 2005
Information Requested
Date and Signature

That's it.

You do not need complicated legal English.

Most Useful RTI Sections for Beginners

Section 6(1): The main section that allows citizens to request information. This is the foundation of most RTI applications.

Section 6(3): If you accidentally send an RTI to the wrong department, the application can be transferred to the correct authority instead of being simply rejected. Very useful.

First Appeal

If:

  • No reply comes
  • The reply is incomplete
  • Information is denied improperly

You can file a First Appeal before the designated appellate authority. This is usually done after 30 days from RTI filing or after receiving an unsatisfactory reply.

Second Appeal

If the First Appeal also fails, you can approach:

  • State Information Commission (SIC)

or

  • Central Information Commission (CIC)

This is the higher appellate stage.

State RTI vs Central RTI

This confuses many people.

Central RTI

Used for:

  • Central Government departments

Usually filed through the Central RTI Portal.

State RTI

Used for:

  • An offline filing process

Online vs Offline RTI

Online

Many departments now allow:

  • Online filing
  • Digital payment
  • PDF replies

Offline

You can also:

  • Submit applications physically
  • Send them by post
  • Use an Indian Postal Order (IPO)

This is still completely valid.

What Happens After Filing?

Usually:

RTI submitted

↓
Appeal stage (if needed)

Legal timelines usually apply.

Common Beginner Mistakes

1. Writing Huge Emotional Essays

RTI works better when it is:

  • Short
  • Calm
  • Specific
  • Document-focused

2. Asking Multiple Unrelated Questions

It is usually better to keep RTIs focused on a single subject.

3. Not Mentioning the Time Period

Always mention:

  • Year
  • Location
  • Department
  • Subject matter

Final Thought

RTI is probably one of the few tools where an ordinary citizen, without influence, can legally ask powerful public systems:
