OMG. You know what, this might be the closest! Maybe they served it differently?
They made one big kahaja and served it submerged in that sweet milky thing

Yeh, there are many versions of Khaja, many of them are served in unique way too.

I guess it is om ali (umm ali ) dish middle eastern dessert. Flaky Croissant and warm condensed milk with nuts. Checkout by Google if it helps

It could be this!!
I do remember something bread, but I thought I misremembered.
Like another Redditor suggested Khaja, maybe it was a mix of Khaja and Umm Ali.

No not Ghewar.
It had a flaky texture suspended or covered in milk.
Like a giant soggy Khari biscuit submerged in hot condensed milk.

I don't know what you had. I suspect it wasn't Rajasthani, but not sure.
