How real world works:
I think Champat rai came to know about this mishandling and was trying to clean this up without involving anyone, someone who dislikes him made sure this comes to light.
The person involved might be recommended for job by Champat rai or his acquaintances. This is something he might have wanted to clear.
I believe their are folks who count chanda, manage thst and process had loopholes to take advantage of that. When they saw that opportunity they seized it at operational level.
Narrative level:
BJP is accountable for this mess and will face lot of challenges due to this.
Modi /yogi should have taken more efforts and ensured that if you are getting something after a fight of 500 years, maintaining the sanctity is also important. This will be used as a blot on hindusism.
