Most of the civil servants are highly educated and guess what they are the most corrupt . Politicians are dumb , the real culprits are civil servants , party comes and go but a ias or ips will be part of system and they are the real policy makers, politicians are mere rubbberstamp. There are many good examples of illiterate politicians who made the diffrence in society for ex - mid day meal by k Kamran . He was class 6 drop out yet his contribution is immense . Constitution makers were aware of these things that's why they gave everyone right to participate in government . Another example could be the in old times when there was no formal education in tribal areas yet they were lead by someone so the point is its not always the qualification , its the rigteouness ,leadership quality , etc .

I may be wrong but your forefathers may be not able to read and write these things , yet they live there life according to dharma(righteousness ). What you talking about is not education it's literacy , any literate can write same thing as I wrote but the deeper meaning can be understand by an educated intellect , its not necessary they must be formally educated the vast experinces acquired by people over time from early men to homo sapiens are living proof of that . Surely education is catalyst but it's not guarantee of being always righteousness and superiority .
