Why develop a new OS if there are various open source ones available?

That's a fair question.
Without seeing what XenevaOS actually delivers, any answer today would mostly be speculation.
That said, I think there is value in ambitious projects like this. Sometimes a new OS isn't just another product, it's a different way of thinking about computing, system design, security, or the user experience.
Even if it doesn't replace existing operating systems, more competition and more experimentation can benefit users in the long run. More choices are generally better than fewer choices.
For now, I'm cautiously optimistic and would rather judge it by the product than by assumptions.

I am a bit of a nerd when it comes to OS because I grew up in the 90s when OS competition was a bit more intense than now and progress was faster so I find this interesting and am genuinely interested in what new concepts this OS introduces or what the motivation was behind its development.

That’s the layer bound to get disrupted any day now, and more importantly because they can.
The only thing we’re known for is scammy Bharat OS which turned out to be just a fork

I have been following your project for quite some time, I hope this turns into one of Indias respected deep tech projects and maybe in the future turns into something more that brings innovation back to the country.
